Giá dầu thô tại New York Ä‘ang duy trì ở ngưỡng cao trong má»™t tuần sau khi sá»± cố tràn dầu BP Plc ở vịnh Mexico được kêu gọi nhằm Ä‘iều chỉnh gấp và thêm vào Ä‘ó là việc tạm ngÆ°ng hoạt Ä‘á»™ng của đường ống dẫn dầu ở Alaska Ä‘ã Ä‘e dọa đến nguồn cung dầu cho nÆ°á»›c tiêu thụ dầu nhiều nhất thế giá»›i này.

Các hợp đồng tÆ°Æ¡ng lai tăng 8 cent, lên mức 91,19 USD/thùng vào lúc 08h28 sáng nay tại sàn giao dịch New York. Cuối phiên Mỹ tối qua, giá dầu tăng mạnh 1,86 USD/thùng lên mức 91,11 USD/thùng, mức cao nhất kể từ ngày 03/01.

Cuá»™c khoan thăm dò ở vùng nÆ°á»›c sâu ngoài khÆ¡i bờ biển nÆ°á»›c Mỹ Ä‘ã dừng lại sau khi má»™t vụ nổ xảy ra tại giếng dầu BP’s Macondo hôm 20/04 làm 11 công nhân thiệt mạng. Vụ nổ Ä‘ã phá hủy dàn khoan Deepwater Horizon có trị giá khoảng 365 triệu USD của Transocean Ltd và làm dầu thô tràn vào vịnh Mexico trong 87 ngày. Chính phủ Ä‘ã dỡ bỏ lệnh cấm khoan trong tháng 10.

Viện Dầu Khí Mỹ cho biết, trữ lượng dầu thô tồn tuần trÆ°á»›c tăng 57.000 thùng lên mức 337,1 triệu thùng. Theo các chuyên gia phân tích trong cuá»™c khảo sát Bloomberg, má»™t báo cáo từ Bá»™ Năng Lượng Mỹ hôm nay cho thấy lượng dầu tồn khả năng giảm 1,4 triệu thùng.

Hệ thống dẫn dầu Trans Alaska dài 1.287 Km cung cấp 15% trữ lượng dầu cho nÆ°á»›c Mỹ. Hệ thống này vận chuyển dầu từ vịnh Prudhoe ở North Slope tá»›i Valdez, má»™t cảng không bao giờ Ä‘óng băng ở phía bắc nÆ°á»›c Mỹ.

Công ty dịch vụ ống dẫn Alyeska Ä‘ã đề nghị tạm cho tái khởi Ä‘á»™ng lại đường ống Alaska nhằm ngăn chặn các tàu chở dầu và đường ống dẫn không bị Ä‘óng băng. Điều kiện thời tiết lạnh giá ảnh hưởng nghiêm trọng đến các ống dầu.

Việc tạm ngÆ°ng đường ống dẫn ở Alaska có thể buá»™c các nhà máy lọc thuá»™c bờ biển vùng phía tây nÆ°á»›c Mỹ phải mua dầu thô từ Oman và Nga nhằm ngăn chặn sá»± sụt giảm nguồn cung, khiến cho giá dầu ở Trung Đông tăng lên cao hÆ¡n, ông Wittner, chuyên gia phân tích Societe Generale nói trong má»™t bản báo cáo hôm 10/01

Tại sàn giao dịch London, giá dầu thô Brent giao kỳ hạn tháng 02 trong phiên cuối ngày hôm qua tăng 1,91 USD/thùng, tức 2%, lên mức 97,61 USD/thùng.

Oil Trades Near One-Week High as Panel Calls for Drilling Industry Reform

Oil traded near a one-week high in New York after a presidential panel investigating the BP Plc spill in the Gulf of Mexico called for “urgent reform” and a pipeline closure in Alaska threatened refiners’ supplies.

Futures climbed 2.1 percent yesterday, the most in almost six weeks, after the National Commission on the BP Deepwater Horizon Oil Spill recommended exploration in U.S. deep waters be overseen by an independent agency in the Interior Department. Producers suspended most output from Alaska’s North Slope after a Jan. 8 leak to the Trans Alaska Pipeline System.

“The market took off after the release of the presidential panel’s report,” said Phil Flynn, vice president of research at PFGBest in PFGBest. “There’s concern that it will become more difficult to develop resources and there will be less oil available.”

The February contract was at $91.19 a barrel, up 8 cents, in electronic trading on the New York Mercantile Exchange at 10:28 a.m. Sydney time. Yesterday, it gained $1.86 to $91.11, the highest settlement since Jan. 3. Prices are up 13 percent the past year.

Government rules and oil-industry practices need to be overhauled, according to the group’s final report. The panel proposed that the new agency be led by an official with a fixed term and be shielded from political influence.

Exploratory drilling in deep waters off the coast of the U.S. was halted after the April 20 blowout of BP’s Macondo well, which killed 11 workers. The explosion destroyed Transocean Ltd.’s $365 million Deepwater Horizon rig and caused crude to spew into the Gulf of Mexico for 87 days. The government lifted the drilling ban in October.

Crude Supplies

U.S. crude stockpiles rose 57,000 barrels to 337.1 million barrels last week, the industry-funded American Petroleum Institute said. An Energy Department report today will probably show inventories declined 1.4 million barrels, according to a Bloomberg News survey of analysts.

The 800-mile (1,287-kilometer) Trans Alaska pipeline network carries 15 percent of U.S. oil output. The system starts in Prudhoe Bay on the North Slope and runs to Valdez, the northernmost ice-free port in North America.

Alyeska Pipeline Service Co. has proposed to temporarily restart its Trans Alaska Pipeline System to prevent tanks and pipes from freezing, according to an internal memo obtained by Bloomberg. Cold conditions within the pipeline are a “serious concern” for the operator, according to the memo.

Alaska’s pipeline closure may force U.S. West Coast refiners to purchase crude supplies from Oman and Russia to make up a shortfall in supplies, pushing Middle East benchmark prices higher, Michael Wittner, a London-based analyst with Societe Generale, said in a Jan. 10 report.

Brent crude for February settlement rose $1.91, or 2 percent, to $97.61 a barrel on the London-based ICE Futures Europe exchange yesterday.
